It sounds like CheckBook would meet your needs! Everything you listed is possible and there is indeed a Backup feature—manual backups can be made by choosing the Backup option under the File menu and the application backs-up automatically about once a week as well.
As for importing SEE data, that should be possible because that app appears to be able to export data to QIF and CSV also, both of which are formats CheckBook can import.
