My icon has a strange barely-visible fuzzy background. I checked the resources, and it's definitely in the ICNS file. On the left is the ICNS file, and on the right I pasted one of the icons into a dark image so it can be seen. Here is how it looks on the dock:

Any help is appreciated!

Same for me. This has only occurred since upgrading to macOS 10.12.2 from 10.12.1

I contacted Splasm support and they were initially unaware of the problem.

They have dug bit deeper and it seems that 10.12.2 has changed the way certain icons are displayed under certain resolutions. They can now see the issue.

They have assured me that this will be corrected in a future update.

Hope this helps.
